On May 13, 1985, after a standoff with the MOVE organization, Philadelphia police dropped a satchel bomb (containing C-4 and Tovex) from a helicopter onto the roof of 6221 Osage Avenue. The resulting fire was allowed to burn, destroying 65 homes and killing 11 people — including 5 children. No officers were charged. The city paid $1.5 million to survivors in 1996. A commission found the city's actions "unconscionable."

A US city's police department dropped a military-grade explosive on a residential block, let it burn, and no one went to prison. The incident is documented in city records, commission reports, and news footage — yet remains largely absent from standard American history curricula.
