Declassified Record
The Northwoods memorandum was declassified in 1997 via FOIA. Signed by Chairman of the Joint Chiefs Lyman Lemnitzer, the proposals included sinking boats of Cuban refugees, hijacking planes, and orchestrating violent terrorism in Miami. President Kennedy rejected the proposal and Lemnitzer was reassigned.
Significance
The document is publicly available in the National Security Archive. It was rejected — but the fact that it reached the Joint Chiefs' signature line is the claim under verification. The document's authenticity is not disputed.
